The City Stopped Collecting Business Trash. Now What?
If you run a business here and nobody told you, you are not alone. A lot of owners found out when the bins stopped being emptied.

What changed, and when
On 1 March 2024, the City of Fall River stopped providing curbside collection of municipal solid waste and recyclables to businesses.
Not reduced, not restructured. Ended. The city cited the sustained rising cost of municipal solid waste disposal and instability in recycling markets, asked businesses to put their blue and green bins out to be collected back, and told them to secure a private company.
Several years on, this still catches owners out — particularly anyone who took over an existing premises and assumed the arrangement they inherited was a municipal one.
⚠️ Who it affects
Every business in the city, with one partial exception covered below.
In practice the ones who feel it most are the smaller operations:
- Shops and small retail that produced little enough waste to sit comfortably in municipal bins
- Offices and professional services, which mostly produce paper and cardboard
- Small restaurants and takeaways, who also have the organics question to think about
- Workshops and light industrial units in the mill buildings
- Landlords of commercial space, who are often the ones actually holding the problem
Larger operations generally had private contracts already and noticed nothing.
⭐ The mixed-use rule
This is the part worth being precise about, because Fall River has a great deal of mixed-use property — a shop on the ground floor with apartments above is one of the characteristic building types here.
So the apartments upstairs keep their service. The shop downstairs does not. One building, two different arrangements, and the division is by unit rather than by address.
For a landlord that means the residential side carries on unchanged while the commercial tenancy needs its own disposal arranged — and it is worth putting in the lease rather than discovering it later.
What Lewiston Street will not take
Alongside ending collection, the city also stopped accepting business waste and business bulky items at the Lewiston Street location.
That closed off the fallback a lot of small operators had been quietly using — loading a van and driving it down themselves. The City Garage remains available for residents and the $12 bulky item program is a residential service.
And it is worth repeating the thing that was never available there anyway: construction and demolition debris is not accepted by the city's bulky program at all, from anyone. That has always been a container job.
Container or contract?
Two different needs, and it is worth being clear which you have, because we will tell you honestly if a container is the wrong answer.
You need a commercial collection contract if: you generate ordinary waste every week, indefinitely, and need it emptied on a schedule. That is a front-load bin and a recurring service, and it is not what a roll-off container is for.
You need a container if:
- You are fitting out or renovating a unit
- You are clearing a premises — moving in, moving out, or taking one back
- You have a one-off volume that a weekly bin cannot absorb
- You are doing building work of any kind, where the debris is banned from the bulky program regardless
- You are clearing a mill unit, which tends to produce far more than anyone estimates
A lot of businesses need both, at different times, and there is no sense paying for one to do the other's job.
⚠️ Waste bans apply to you either way
Losing municipal collection changed who hauls your waste. It changed nothing about what may be buried.
The Massachusetts waste bans apply to businesses exactly as they do to households, and two points bear on commercial operations specifically:
- Commercial organics are banned at half a ton per week or more. That threshold was lowered in November 2022 and pulled in a lot of mid-sized food businesses who had been under the old one. If you run a kitchen, work out where you sit.
- Cardboard, metal, wood and clean gypsum board are all banned from disposal. A fit-out produces all four.
And the enforcement is the same: the facility issues a failed load notification to the hauler and the generator and may charge a handling fee. The full list is here.
Fit-outs, clearances and renovations
The commercial work we actually do here, and roughly what it takes:
- Small retail fit-out: 20 yard, usually one container with a swap if the ceiling comes down
- Restaurant strip-out: 30 yard — kitchen equipment is metal and comes out separately, which helps the weight considerably
- Office clearance: 20 yard; desks and partitioning are bulky and light
- Mill unit clearance: 30 yard with swaps, and expect more than you estimated — these spaces are deeper than they look and have usually been accumulating for years
- Tenancy handback: 20 yard, and photograph the space before you start
- Anything with masonry or old flooring: a separate small container, kept clean
We phase commercial containers around trading hours rather than leaving one across your frontage for a fortnight. If you need it gone before you open on Monday, say so when you book.
Getting it sorted
- Confirm which you need — a recurring contract, a container, or both
- Check the mixed-use question if there are apartments above you
- Landlords: put it in the lease rather than leaving it ambiguous
- Work out your organics tonnage if you run a kitchen
- Separate cardboard and metal — both banned, both recoverable
- Do not plan on Lewiston Street — it is residential only now
- Flag building debris at the quote, not at collection
- Tell us your trading hours so placement works around them
Municipal arrangements change. The above reflects the City of Fall River's published position at the time of writing and applies inside the city limits. Confirm current details with the city before relying on them.
